Recycling fees

The producer responsibility fees for packaging cover the recycling services required by law, such as the maintenance of the eco-point network, terminal services and communication.

Sumi Oy charges the fees per packaging material, plus registration and business service fees for producers. A separate fee is charged for SUP packaging to cover the costs of litter prevention and information.

Recycling fees 2025

In addition to the recycling fee, the producer organization charges a one-time registration fee as well as an annual company service fee.

The registration fee covers contractual costs and the establishment of customer accounts in our systems, and is therefore charged only once.

The company service fee covers statutory producer registrations, customer service for companies, reporting and invoicing costs, and other administrative expenses. For large producers whose packaging volumes amount to several tonnes, this fee is weight-based up to a maximum threshold. Small producers are charged a minimum fee.

5. Late reporting fees

If a company returns a reporting form after the due date, the company will be charged a late reporting fee per form.

Amount of the fee if the return of the form is up to one month late

  • 10% of the recycling or SUP fees charged for the late form.
  • Company reporting once a year: minimum charge of €10 and maximum charge of €900 per late form.
  • A company that reports quarterly: A minimum fee of €2.5 and a maximum fee of €225 per late form.

If the return of the form is more than one month late, but no more than two months after the due date, the fee described above is doubled.

If the return of the form is more than two months late, the fee is tripled.

If reporting is delayed by more than three months after the due date of the form, in addition to the late fees mentioned above, producer responsibility fees will be charged on an estimated basis based on the historical packaging data available.

5. SUP fees 2024

SUP (Single-Use Packaging) producers will also be charged a separate SUP fee to cover the statutory cleaning, litter prevention and information costs of municipalities. SUP fees are always invoiced retroactively for the previous year.

2025 SUP charges for packaging will be published in autumn 2026, after the 2025 data have been reported by companies and sufficiently verified.
