Reporting of pallets
Pallets are considered packaging, and their use must be reported in producer responsibility reporting. Pallets are always reported under wooden packaging in kilograms.
Please see the instructions below according to the reporting method to determine in which cases pallets must be reported:
Detailed reporting method (applies to companies placing more than 50,000 kg of packaging on the market per year, i.e. large producers):
Both the 1st usage of pallets in Finland and all reuse after the 1st usage must be reported.
The following are considered as first usage:
- The 1st packaging use of a new pallet on the Finnish market
- The import of a new or used pallet into Finland
Reuse includes all uses that take place after the first usage or import, when products are packed onto pallets and sent forward. A single pallet may circulate on the Finnish market for a long time as it is reused multiple times.
A recycling fee is charged only for the 1st usage of pallets. No recycling fee is charged for reuse, but reuse must still be reported for statistical purposes. Reuse affects the recycling result of wooden packaging, which is monitored at both national and EU levels.
Simplified reporting method (applies to companies placing less than 50,000 kg of packaging on the market per year, i.e. small producers):
Only the 1st usage of pallets in Finland must be reported.
The following are considered first usage:
- The 1st packaging use of a new pallet on the Finnish market
- The import of a new or used pallet into Finland
Reuse of pallets is not reported under the simplified reporting method. If the use of a pallet continues within Finland after its 1st usage (placing on the market or import), this reuse does not need to be reported under the simplified reporting method.
Pallet pools
A pallet pool refers to a system in which pallets circulate between several companies for shared use. In a pool system, pallets are returned and reused, meaning companies do not need to own their own pallets but rent them from the pallet pool when needed.
Pallet pool pallets must be taken into account in packaging data reporting as follows:
- If a company uses pallets from a pallet pool, it is the company’s responsibility to verify with the pool operator whether the pallet pool is registered with a producer responsibility organization.
- A pallet pool subject to producer responsibility is responsible for reporting the 1st usage of pallets. However, the pallet user reports the reusable cycles.
- A company renting pallets from a pallet pool reports the reuse of pallets, i.e. all uses after the 1st usage

Are pallets used for export reported?
Pallets used for export are not reported in Finland. The same applies to pallets exported to Åland.
When you sell products outside mainland Finland, producer responsibility for packaging also applies in the country of destination. You must therefore belong to that country’s (including Åland’s) producer responsibility scheme and report pallets according to their instructions.

Are pallets used internally within the company reported?
Pallets are not reported if they are used internally within the company. Pallets are reported only when they are used to send products to another company or to a consumer.

If a foreign company sends packaged products to an importer on used pallets, must these pallets be reported?
Yes, these wooden pallets must be reported. The company that imports the products into Finland on those pallets reports the pallets at the first usage. The import of a new or used pallet (i.e. the 1st usage in Finland) must be reported under both the detailed reporting method and the simplified reporting method.

Must a reusable EUR wooden pallet be reported under the simplified reporting method?
Reuse does not need to be reported under the simplified reporting method, except in the case of the 1st usage in Finland (i.e. import).
However, in SumiOn it is always possible to use the detailed reporting form instead of the simplified reporting method, where reusable cycles can be reported. Our experts recommend this approach so that reusable wooden pallets can be included in Sumi Oy’s recycling results.

If a product arrives on a used pallet from a Finnish company and is sent onward on the same pallet, how is the pallet reported?
If a used wooden pallet arrives from a Finnish company, its 1st usage has already been reported. In this case, reporting differs between the detailed and simplified reporting methods:

The pallet is reported as reuse. However, no recycling fee is charged for reuse; the information is collected for statistical purposes only. -
Simplified reporting method (applies to companies placing less than 50,000 kg of packaging on the market per year, i.e. small producers):
Reuse of the pallet is not reported.

If an imported pallet is used to pack your own products in Finland, but the pallet is clearly used and not new, must it be reported?
An imported pallet must be reported. Even if the wooden pallet is imported as used, it is entering the Finnish market for the first time. The import of the pallet (i.e. the 1st usage in Finland) must be reported under both the simplified reporting method and the detailed reporting method.

Must rental pallets be reported if used for packing products?
If you use rental pallets for packing products, these pallets must also be reported. You must clarify with the rental service provider what proportion of the pallets are new (reported as 1st usage in Finland) and what proportion are used (reported under reuse).
Under the simplified reporting method, only the share of new pallets is reported.
